  About the LRPNA
 

Purpose

The purpose of the Lower Rio Pueblo Neighborhood Association is to establish a residential community which continues and encourages the traditional residential and agricultural use of the land, and which controls the development of compatible commercial activities. Central to this purpose is the conservation of the scenic beauty, rural nature and natural resources of the area, the enhancement of property values and the continuous improvement of the safety, security, health, welfare, and economic well-being of our residents.

Goals

Enhance Residential Use of the Land

  • Work with the county planning and zoning department to develop provisions in the building codes so that new construction does not obstruct a neighbor's view or their opportunity to collect solar energy.
  • Preserve adequate clean sources of water by working with the county/state officials to adopt and enforce regulations, by disseminating this information to all residents and by conserving water.
  • Support and enforce the state's Night Sky Protection Act.
  • Promote clean air by controlling pollution.

Improve the health, safety, security, welfare and economic well-being of the neighborhood

  • Coordinate a fire safety awareness campaign and work for more effective fire protection systems.
  • Identify road improvements needed for safety, access by emergency vehicles and operation. Forward recommendations to the appropriate agencies for needed repair, maintenance and signage.
  • Maintain a clean, litter-free community by coordinating the installation of "Don't -Litter" signs on our roadways, enforcement of the existing anti- littering laws, and joining the Adopt a Highway program for the Association's portions of Los Cordovas Rd. and Highway 570.
  • Encourage reasonable control of neighborhood animals.
  • Value home-based businesses that do not alter the residential character of the neighborhood.
  • Implement a Neighborhood Watch Program and work with existing enforcement agencies to secure timely response to residential security system alarms...

Preserve open spaces

  • Recommend specific protective covenants and conservation easements to protect the open spaces.
  • Identify arroyos and wildlife habitats that should be protected and sustained.
  • Work to restrict high density housing, including the exclusion of all temporary mobile and manufactured housing (other than specific provisions for such homes during a limited construction period).

Control growth, development and commercial activity in the neighborhood

  • Promote residential businesses limited to light cottage industry and define specific areas of commercial activity along Highway 68.
  • Review and make use of applicable state and county regulations.
  • Recommend zoning and use guidelines for all land areas in the LRPNA to the County Planning and Zoning department with consistent ratios of development to open space for all new development.
  • Establish a neighborhood association review procedure for proposed developments or commercial enterprises which examines the likely impact of the project on water, traffic, sewage, noise, aesthetics and environmental variables.
  • Ask the County Planning and Zoning commission to obtain concurrence from the LRPNA board of directors before granting approval for commercial developments or sub-divisions.
  • Encourage the enforcement of building codes by the county.
  • Recommend to the county that all manufactured and mobile homes be required to meet the same site development criteria as site built homes.
  • Compile a database of existing covenants,, restrictions and land use patterns to correlate with the zoning recommendations.

Develop a sense of community

  • Celebrate our pride in this community
  • Initiate a neighborhood crime watch
  • Publish a neighborhood newsletter
  • Hold regularly scheduled meetings
  • Hold neighborhood activities so that people get to know each other and start to build a consensus for this neighborhood's purpose and goals.
